Changes to HeroesWorld.

Added the ability to edit the HW Events scroll for the following groups of users:

• Moderators
• Section Moderators
• Sub-section Moderators

All organizers of Competitive events, Tournaments, and various competitions on HeroesWorld can contact the moderators of the corresponding sections where the event topic is located to publish news in the events scroll on the main page of HeroesWorld.
