If we're talking specifically about development, I would nominate three candidates:
asm sure - WT, and no further comment is needed.
StickyFingaz - his videos and streams are taking the game to a new level and greatly contribute to the development of the Heroes community.
Kash - his consistent work with beginners and the very challenging organization of tournaments with their participation.
