You have a seasonal tournament, which means that anyone who has recently (in reality) started playing online should be able to participate in it. Skill is irrelevant here (some can become strong players in a couple of months, while others won't understand anything even after 2 years). A beginner tournament should involve beginners, not strong or weak players.
