If the aforementioned players are suitable for the novice tournament, then simply rename the tournament and you won't have to go to such lengths deciding who can and cannot participate. You have a seasonal tournament, which means that anyone who has recently (in reality) started playing online should be able to participate. Skill is irrelevant here (some can become strong players in a couple of months, while others won't understand anything even after 2 years). A novice tournament should involve novices, not strong or weak players.
