The items highlighted in purple are being introduced experimentally for one winter season, 2010-11. A vote will be held on them in February.

This primarily concerns the ENTIRE section about restarts. Currently, I am making ONLY changes that CLARIFY the meaning; the essence remains the same, which we have been discussing for 1.5 months. No SUBSTANTIAL changes will be made to sections II and III until March 2011 (until the voting results are summarized).
