I played the game and didn't have them. You probably installed some add-ons and patches. In the original game, they are separate. For example, lizards were allies of the Orcs in two campaigns, but Nagas never were. It's like assigning Elves and Dwarves to Humans, because in some campaign, you can recruit them all.
