I played the game, and I didn't have them. You probably installed some add-ons and patches. In the original game, they are separate. For example, the Lizardmen were allies of the Orcs in two campaigns, but the Nagas never were. It's like saying that Elves and Dwarves are humans because in some campaign, you can recruit them all.
