Yes, to use "Raise Dead," simply have any Hero visit a "Sanctuary" with the "Raise Dead" spell.

And again, this doesn't answer the question :) Visit, or learn? If I visit with a Hero who doesn't have enough Wisdom, he won't learn the spell. But he still visited.
