The "Refugee" scenario.

I killed Yellow, captured all the castles. But the quest "find the necklace made of dragon teeth" didn't register as completed, and the dragons won't let me in. Naadir is running around the map with this necklace like a fool, but it's no use.
What am I doing wrong?
