There's no reason for the Thief to plant evidence. Why would he want to frame Kyle? The Thief is playing for the town. He has no reason to eliminate players by planting false evidence.
It would only make sense for the Thief to plant evidence on a player if he suspects that player is the murderer.

According to the rules, the Thief can plant evidence on the murderer. If he saw that Kyle was the murderer, he could have replaced Kyle's evidence with his own or planted additional evidence so that we would definitely hang him.
