There simply is no lower cap, but if you lower the upper cap too much - the tournament will lose its meaning and any value whatsoever. It's unlikely that "complete newbies", playing against Stingers, will immediately learn to play better. But playing against other "complete newbies" - they won't learn anything at all, they'll just keep running around with one hero and complaining that the opponent takes a whole 10 minutes (what a cheater!). Why bother if the opponent plays weaker than you.
Nothing stops you from improving - reviewing and analyzing other people's saves, watching VODs, checking out Fizming, etc. Any filowandel can easily become a Neverminder if they want to. And that same Neverminder will help them too :)
