Who thinks that an army is unnecessary?

American soldiers have been spotted on the Russian border in full combat readiness several times, but when they notice they've been spotted, they immediately run away.

I agree; they wander around playgrounds and building entrances, even though it's not the border. They'll buy something, and then run down the street, waving their arms around – it's funny. Of course, sometimes people disappear.
