Something tells me that this icon is the icon of the fourth faction.

Compare the icons of the officially announced factions (clear, concise) and this mess – it’s obvious from just one icon that this is someone’s clumsy prank. It was probably made by some clumsy school kid who just started learning Photoshop yesterday. Well, and you can download figures from the internet – enough for a thousand factions.
