I don't think Inferno is that scary; they could have made it scarier. They messed up with the Tormentors (they are similar to the Hive creatures) and the Psionicists (the same, but to a lesser extent). And regarding the Pit Lords, I don't think they look like champions... And the fact that they wield magic is not an argument; perhaps they treated the Devils the same way they treated the Dragons and Angels, considering the former too strong and the latter too holy...
