Why is it primitive? Both structures are quite original, although Necropolis clearly has a more useful one ;).

I didn't mean that they aren't useful, although Haven clearly has a less useful one (its significance is only in online games or in hotseat mode). It's just very primitive (although, yes, it's hard to come up with something other than raising the dead for Necromancers, but even so, if you try, you can come up with something more original).
