On panic mode, there are NO lumber mills or quarries anywhere except for the starting respawn points. Building up will take a very long time, even with trading. Besides that, I think that with 200% resource distribution, the games will be even more unbalanced. A couple of large treasure chests at the start will give a significant advantage, allowing you to develop much faster than your opponent who doesn't have them. That's why I don't want to sign up.
There are stone and wood on the native respawn point; it's just that with 200% resource distribution, you need to introduce an additional condition to the respawn rules. For example, if one of the mines is inaccessible until level 115, then a rest is taken. There are usually enough wood and stone mines on the native respawn point for 200%, I've played a lot before. As for the treasure chests and mini-gnomes, the imbalance will remain as it was.
