It seems that regular dogs have two heads, while Cerberuses have three. The one in the foreground is just partially obscuring the middle one. If you look closely, you can see the jaw of the middle one and its crest. So, the number of heads hasn't changed for Cerberuses, but it has increased for the dogs.
