Here are the tournament rules:

g) agree with the rating administrator on the following issues: inclusion of games in the seasonal/permanent rating, the number of additional points added to tournament winners in the rating, and also reflect this information in the first post;
h) when considering tournament games in the rating, periodically provide the rating administrator with information about played matches in the Online Game Reports and Their Confirmation topic without duplicating reports in this topic...

Previously, there was complete chaos regarding this issue; many posted a game both in the tournament topic and as a duplicate in the season ranking (and even duplicated it in the HP ranking and on Dream's website). Games ended up in the rating twice.

Most organizers specifically state whether or not games will be included in the rating. For example:

1. Organization.
This is a fan tournament; all games will count towards the rating...

And here are the rules for the "Blitz" tournament:

This is a fan tournament. Without prior agreement, reports will not go into any rating and will only be posted here.

In the Tazar vs Bron tournament, Wicc wrote the regulations but did not mention anything about the rating, while Kash runs the tournament; perhaps that’s why there was a misunderstanding.

The Online Elimination Chamber tournament regulations do not say anything about the rating. Kostya didn't give me this information. Why are you surprised that the games were not included in the rating?

I run the Favorites tournament, so I immediately include and calculate them.

There's no need to grovel; it's unproductive. You could end up hurting your brain. Just warn players in the regulations that games will count toward the rating and post a list of games in this topic. I can't know what the administrator agreed with the players, and I also don't have the opportunity to monitor ten tournaments.
