There's a Necropolis army, there's a Necropolis castle. The City of the Dead is Necropolis, call it whatever you want. Necropolis is not a territorial or ethnic union, not a country or a state, just as the Academy is not a state or a country or any other ethnic and territorial union. The Academy is a city, and all of them together form the "Silver Cities." Necropolis is a city, and all of them together form Erathia, or some undefined "forces of necromancers," or whatever they form, I don't remember anymore. Do you get it? That's the first thing.
Secondly, look up the definition of the word "race" in the dictionary, and don't be an idiot.
Therefore, the best word for this case is faction. Saying "UNDEAD RACE" is the same as calling the red ones from Heaven a race.
