This is an optional quest. It works like this: you capture Ziyad, after which you are given the artifact "Staff of the Underworld." Enter the city, then exit. A message pops up: "Curse this city? The ritual costs 10,000 gold." If you agree, the city you exited from turns into a Necropolis. If you don't have 10,000 gold, nothing will happen, and you will simply be informed of this. It is impossible to curse Novostrozhensk and Al-Safir.

The third city, Seyham, is located across the river near Bahiyah.

You can recruit a thousand regular skeletons or archers.

According to the plot, the dragons need to be collected after Cyrus jumps into the portal. Therefore, the statement that they need to be collected before Cyrus escapes is nonsense.
