Questions about the Heroes 4 map editor.

I'm working on an RPG campaign and I'm not sure what the best approach is. Should I create all the maps in one file, or is it better to create them separately (for easier testing) and then combine them into one? If I can't combine them, I'll end up with separate scenarios.
