As far as I'm concerned, that is an absolutely illogical conclusion.
What exactly is illogical here? Almost every Castle has a "papal" hero (who rules later) and a regular hero (who is easier to use at the start of the game). In the Rampart, these are Kirr and Ivor, respectively. Because starting as Ivor in SoD, we can have 15 elves, or even more, on the very first day, and we can clear a lot of things—a max crypt with a scout, for example. However, starting as Kirr, there is a pretty big chance of spending the entire first week running around with only 7 Grands. Some people are fine with that, but I prefer a more convenient hero for the start. And on WT, Kirr will definitely have between 11 and 15 elves on 111, which is why I allowed myself to do what I don't dare to do in SoD.
