The opponent, Master_A, did not contact me, but regarding the specific game described by Master_A, my opinion would be – if the opponent does not want to agree to annul the game, then Master_A should receive a technical defeat.

Unfortunately, you have once again confirmed my opinion about you as an inadequate judge (please don't take offense – this is not a personal insult, but an opinion about your judging qualities). For you, the game is nothing, and formalities are everything. IMHO, you cannot judge like that.
