I read it for a long time, but I still don't understand the criteria by which it is determined whether a report is valid or not. I can suggest a few options. So, a report is valid if: 1) the players communicated in ICQ and know each other by their nicknames; 2) they logged into the same network in Hamachi (or its equivalent) at the same time; 3) one created a game, and the other joined; 4) 1 player honestly chose all the rest periods and surrendered, or waited for the time when a rest period is no longer possible and surrendered - please specify the correct one. In terms of gameplay value, the options are practically identical; the difference in time spent can reach several hours.
An invalid report is when there was no game. Your options (as I understand it, for a correct refusal to play, one player must communicate with the opponent in ICQ and "surrender" by choosing all the rest periods or, for example, something similar on turn 114, seem like a perversion; few people will spend time on this. But even in this case, at least one of the players is honest, which is already good. Unlike the case with a dialogue like: "write some kind of report about the guilt, and I will confirm it."
