Sacred Haven of Debauchery

I keep thinking, why are the bandits in Oblivion Khajiit (who are often found on the road) wearing heavy armor and wielding a hammer? They are more like thieves and assassins; they could have been dressed in black armor and armed with a dagger or a sword. They are fast, agile, and jumpy. Hammers and armor could be given to Orcs, barbarians, etc. In general, it's strange. And it would be even better if Khajiit jumped on you from trees when you stopped to rest, took off your armor and clothes, put them aside, and lay down on the grass. Or maybe just take a naked swim in the river, or maybe just masturbate. You're sitting there, doing your thing, and suddenly a Khajiit bandit jumps on you from a tree!
