I think everything has already been said above. I just want to add a little bit. The maximum number of towns on a map is 48. Therefore, the theoretical maximum number of heroes (if there are a maximum number of towns on the map) is 8 (on an adventure map) + 48 (hidden in towns) = 56 heroes. ;)

Well, for a specific map, the theoretical maximum number of hired heroes is 8 + the number of towns on the map.
