I propose to supplement the rules with a clause about a possible restart if the starting hero, whose specialty is the ballista, does not receive a ballista from the start.
Otherwise, it turns out that you pick, say, Gurni, and he has no ballista, with 15-20 goblins, while all other heroes have 1-3 stacks initially.

A war machine is nothing more than a second army stack.
Gurni without a ballista with goblins is a hero with 1 stack — the same as Bron with gnolls, or Shakti with 1 stack of Troglodytes.
Gurni without a ballista with goblins and orcs is a hero with the 1st and 3rd stacks but no 2nd — the same as Bron with gnolls and flies.

When all heroes are dealt with 1 stack, it is hard to play Shakti, Valeska, Bron, and especially Gurnisson. But I see no point in singling out Gurni separately — if a restart is to be allowed, it should be for everyone.
