There was a heated debate on some other forum about the angels in "Heroes of Might and Magic V". They concluded that the angels were indeed designed as female. Moreover, it's evident from their appearance. Another question is how to depict someone as genderless. But the idea that angels are a genderless being was taken as an axiom in that debate.
Have you played jrpgs/watched anime, or at least played Korean MMORPGs? Angels, like some other units, are designed in the style of "the East," and there's a tendency there to depict androgynous young men. And the fact that they don't look like the other people is quite explainable, because "light and divine creatures" should look much more beautiful than a stern warrior.
