That happened, I confirm. On week 1, I took an external dwelling of giants and stuffed them into the fort. Then scouting showed that there were no consa or hives at all on the entire respawn! As a result, I spent the entire next week messing around, gathering resources to exchange them for an upgrade to titans (money ran out pretty quickly) and took the home Dragon Utopia only on day 131. I entered the treasure zone even later; air scouting showed that the opp had already been running things there for a long time... I took several hives and chests, then attacked and got wrecked.
