Not quite correct. Scrolls of levels 4 and 5 can be used after capturing a Pandora with a suitable Magic skill. Without any "buts."
In the example you provided, it turns out to be strange, as if it is impossible to use a scroll of levels 4 and 5 if a Guild of Mages of the corresponding level is built in the city.
