Then, using, for example, teleport and explosion scrolls without building Guilds of level 4 and 5, I win the game. The opponent files a complaint. Should I be credited with the teleport scrolls? I believe that, according to the current rules, no, I shouldn't. Because whether it is fair or not is one thing, but the rules are what they are....

Empty Pandora artifacts do not exist on popular templates. Either there was magic that the hero cannot learn, or he already has it.
