I agree that there was an assassination attempt on Arandor. But it should be taken into account that no clues are given for unsuccessful assassinations, except for the one that was planted.
This means that the clue about the old Necropolis vehicles is planted!

An assassination is considered unsuccessful only in the case of a block; however, the newspaper clearly shows that Ar was attacked but survived. This leads to the conclusion that he is one of those who has a chance of "survival." So, the clue is normal.
