The point is that we're talking about a confrontation between an Orc and Haven, not an Orc and Necropolis... And you need to look for reputation. I have a lot of it: more than 300. And I don't quite understand why it's needed: it all depends on the ratio of players' experience, the specific situation on the map, etc.
