The one with the most votes will be executed, even if the number of votes is less than half of the number of players. And there is no "No Night Vote" (NNV) vote. Thus, if an equal number of votes cannot be achieved, the execution will take place. Here's an example for clarity (taking into account that there is no triple blue vote for the Doctor): Arandor - Vegtam Neyra - Cash Lizard - Vegtam Cash - Thorium Vegtam - Arandor Ellina - Vegtam Thorium - Vegtam Vegtam is executed.
