Stage of the Van Kaneghem Tournaments for HEROES II!!! "Continuing to continue!"

Why such strict rules? It's as if everyone is just sitting around thinking about how to cheat and deceive the host. Why is a starting save file needed if it's provided?

Firstly, cheaters do exist. I personally caught two (when I was the host).
Secondly, a unified save file is provided to ensure everyone starts on equal footing. Although there are some tournaments where you can generate your own save file. But this tournament is not one of them. ;)
And if there isn't strictness, there could be messages like: "I didn't know that was forbidden," or "I didn't know that was allowed; if I had known, I would have achieved such a great result."
