It's quite possible. Although, stylistically, it's the hardest to portray the Necropolis as a neutral faction. Despite Arantir and others, they traditionally remain an "evil" race.
Believe me, I've played with people like that a couple of times - who chose skills almost randomly.

The developers definitely took shortcuts with the Dwarves. 6 different variations of fat dwarves and only one non-dwarfish creature (although, in my opinion, it's quite good).
Yeah, it feels like they were just too lazy to think about the appearance, they created rune magic and just sat back and enjoyed it. They could have added at least a couple of creatures for fun.
