Back then, yes, it was elves/mages and nagas. The symmetry is maintained until the first expansion with new races. Although I have vague doubts that the developers will mix standard races and be happy about it...
Regarding the neutrality of the elves, after Adepts, I'm not sure, because they fit perfectly into this role there.

The fourth race will be elves, at least this is indirectly justified on foreign forums, the developers mentioned something briefly about light elves. But with the fifth race, nothing is clear yet. In any case, how do completely new, neutral nagas fit into the plot about brother-sister-murder? After all, each race in the campaign will be represented by a brother/sister. In my opinion, it's not an option.
