Argument: on level 113, the necessary scroll for slowing down enemies was found (to defeat the Necropolis hero). Towards the end of the fourth level, two scrolls were found: one with an air elemental and another with flight (for an expert air mage). After that, until level 221, no more scrolls were found, and the stats didn't increase. Neither with luck nor with the "father" skill. It was a perfect match.

I believe this doesn't happen in regular games at all.
