There's this joke:
A colonel's son asks: "Dad, can I become a general?"
And the father replies: "No, the general already has a son."

States that operate according to this scheme decay quite quickly. This joke, by the way, is from the late Soviet Union, which was rapidly heading down this path. In the early Soviet Union, the answer would have been significantly different.

Because if there are no "boyars" at the helm, or if there are too few of them, a so-called "paralysis of power" sets in. This, by the way, strongly resembles the general atmosphere in the Academy - the desire to appear harmless, to play it safe, to avoid difficult decisions, to sit it out in the hope that things will resolve themselves, to wait for someone else to make the decision, and so on.
