Additional elections to the Volda Appeals Committee.

I haven't written about Vitalik, nor have I read anything about him. But recently, I've read a lot of positive reviews about him, especially from those who played with him in a real tournament, so who knows, maybe he's exactly what AK needs. It's up to the forum members to decide.
