I absolutely agree. The quality of the setting is a subjective thing (some people are fans of the Stalker theme, while others can't stand it). If a Mafia game with a "uninteresting" setting is played at a good level in terms of clues and other aspects, it will still be interesting :)
The idea of voting is good; it will help not only to find out how much players like the setting but also to see how many people are willing to play in the upcoming Mafia game.
