Sacred Haven of Debauchery

I was on my way to work, and there was a man in a wheelchair "begging" for alms. On the way back, he was still there. Maybe someone is using him, making him sit there all day in the heat... although there's a tree there, it's still not ideal. The road is on both sides, and the cars must be annoying.
