How can I be sure that I have the CORRECT version installed?
Does the presence of h3te.exe indicate this?

Probably yes!
If, when launching a save file generated in TE of the corresponding version, no error messages appear, then everything is installed correctly! The manual describes how to check the TE version.
It doesn't matter if it's the Russian or English version, as long as it's newer than 1.03.
