Here's what I found on other forums outside the Russian-speaking internet. Creating a town, creatures, animations, and the graphics themselves isn't difficult; it just requires a lot of time and patience. Most people came to the same conclusion: does it make sense to "shoehorn" a town with cybernetic creatures into the mythical foundation of Heroes 3? Many gave up, not knowing what to do. Here's an explanation from one of the forum users:
"Maybe you don't know, but similar discussions have been held here and on many other forums for many years, and they always come back like a boomerang. It all started before the release of Heroes 1, when the "opposition" reacted. In any case, there are people who react negatively to this topic and think about it as if it ruined the game (thanks to them, we have the Heroes 3 we have now), but there are also people who like the idea or are at least not against it (and they have been around since 1985). And I think nothing will change in the game. There are only fanatics who want to preserve the game in its current form, and there are fans who want something more from the game (like a greater role for the Might and Magic series). The town itself was actually finished (or at least 95% complete), although the development of the creatures stopped somewhere in the middle."
