Possible actions of the Warlock League Council (WLC) regarding Vigo's offer to come to Moscow:
1. Refusal without explanation - 30%
2. Refusal for "valid" reasons - 30%
3. Agreement, but with setting their own conditions (which will most likely lead to stalling) - 30%
4. Agreement to come in the near future - 1%
5. Other option - 9%
