I don't think Elves really need to split their shots. They already have a decent supply (12 for the Sylvan faction, 16 for the Grand faction),

Since they have two shots per turn, that's actually 6 and 8.
When attacking a castle, that's not enough, and even in open areas, you sometimes had to conserve shots. This meant losing the first and sometimes even the second turn.
