My opinion is that anyone could write this. But as soon as I read the note, I immediately had a thought that Arko later voiced. Amki has been missing for a couple of days, and may remain so. It's unlikely that one member of a mafia family, clinging to power, would betray another. Unless it's Odysseus, suffering under the harsh hand of Agamemnon, haha.

While I'm writing, I remembered Memnon's note about our statuses. Based on my suspicions, I can conclude that it's one of many false leads. But if not, I would interrogate Toriychik thoroughly.
