I haven't read anything yet, but I want to say this right away. The Arbitration Committee shouldn't vote individually; it should only announce the collective opinion. And, in my opinion, it's better not to have anyone vote individually at all, but only to state the collective opinion, so that it's not possible to figure out how each person voted.
