No, that guy knew what he was doing. He went from 2400+ to 2199, and in the end, he won 5 out of 5 matches. If it weren't for the judges, he would have won 100%. Although, by the way, the case regarding this is in court, and it seems he's winning, so it's not just in Heroes that it's difficult to prove cheating :D

Even 2500 doesn't guarantee a top-three finish in a group of players with a rating of up to 2200 (based on personal experience - I won a prize at the Moscow Open myself).
However, there is a foolproof strategy: the most enterprising players sell their rating for money ;)
