No, that guy knew what he was doing. He went from 2400+ to 2199, and in the end, he won 5 out of 5 matches. If it weren't for the judges, he would have won 100%. Although, by the way, the case regarding this is in court, and it seems like he's winning, so it's not just in Heroes of Might and Magic that it's difficult to prove cheating :D
